SYNOPSIS: It's a shame that the word "plodding" isn't in the title of this film, as the pacing is somewhere south of "glacial." It's also told in flashbacks, which I suspect are to previous movies -- and which means that maybe 1/3 of this movie is actually new footage (plus the framing sequence). But I digress.
The evil Doctor Krupp (who I think went on to make coffeemakers) is building a radium-powered robot (or "human robot") in order to steal an Aztec breastplate and wristband from a sleeping Aztec mummy. He needs them in order to translate the hieroglyphics to find the Aztec treasure to fund his world-domination plan (build hundreds of radium-powered robots). Kind of circular, but there you go. Doctor Krupp (who is secretly the infamous burglar "The Bat") is also a world-class hypnotist, and has hypnotized the wife of the only scientist who can stop him -- our hero!

This Movie Is True. Except the False Bits.
The disclaimer voice-over at the beginning of the movie starts talking about how the movie is true, at least based on true events, and is a reconstruction of those events, and so it's pretty much entirely true -- except for the parts that are fiction. It's notarized!
