SYNOPSIS: David Carradine is the toughest C.O.P. (Civilian Operated Police) on the force. As he goes to battle a group of drug dealers, a mysterious partner shows up to help, saying he comes from the future. Together the two of them shoot lots and lots of drug dealers and uncover a conspiracy that goes right to the top of the C.O.P. shop.
