SYNOPSIS: Luke Perry is a brilliant, but maverick, meteorologist working on weather control. After getting fired from his university job after a little unpleasantness with almost crashing a commercial airliner, he's recruited into a secret government research program headed by Martin Sheen which actually has developed weather control. They can already make hurricanes, they just need Luke's help to learn to steer them. It eventually dawns on Luke that they're planning on using them as weapons, but only after the latest hurricane goes out of control and threatens Los Angeles. While some of us may not see a downside there, Luke realizes that if the studio making this turkey is destroyed his paycheck's going to bounce (like it won't, anyway), so he heads off to divert the storm and save the city.
